Chapter 32.--WILDLIFE, PARKS AND RECREATION
Article 8.--DEPARTMENT OF WILDLIFE AND PARKS

      32-879.   Same; bonds not state indebtedness; contracts binding.(a) Revenue bonds issued under K.S.A. 32-876 through 32-885, includingrefunding revenue bonds, shall be special obligations of the department inaccordance with their terms and shall not constitute an indebtedness of thestate of Kansas, the department or the secretary, norshall they constitute indebtedness within the meaning of any constitutionalor statutory provision limiting the incurring of indebtedness.

      (b)   All contracts, agreements and covenants contained in the resolutionauthorizing the issuance of revenue bonds shall be binding in all respectsupon the department, its officials, agents, employees and successors. Suchagreements, contracts and covenants shall be enforceable by appropriatelegal action brought pursuant to the terms of the resolution authorizingthe issuance of revenue bonds.
