Chapter 32.--WILDLIFE, PARKS AND RECREATION
Article 9.--LICENSES, PERMITS, STAMPS AND OTHER ISSUES

      32-960b.   Same; guidelines for enforcement and permit requirements.The secretary shall adopt, in accordance with K.S.A. 32-805and amendments thereto, rules and regulations establishingthose guidelines prescribed in the operational directive of the secretary datedJanuary 18, 1996, as the guidelines for law enforcement actions and permitrequirements relating to the species listed as threatened or endangeredpursuant to the Kansas nongame and endangered species conservation act andbased on a determination of "intent" as itrelates to lawful activities associated with normal farming and ranchingpractices. Inaddition, such rules and regulationsincorporating the operational directive shall establish guidelines forenforcement activities related to development of residential and commercialproperty on privately owned property financed with private, nonpublic funds.
