Chapter 38.--MINORS
Article 5.--DETENTION AND PARENTAL HOMES OR FARMS

      38-538.   Superintendent or director; board ofdirectors; appointment;terms; duties.The parental detention or juvenile home or school or youth center shallbe under the supervision of a superintendent or a director andother staff and employees, who shall be selected by and under thedirection and supervision of the detention or parental home or youthcenter board of directors. The board of directors shall consist of six citizensof the county appointed and qualified as provided by this section. The judgesof the district courtof the countyshall appoint three members of the board ofdirectors as follows: A person expert in the care and treatment ofboth physical and emotionalillnesses of children, a member of theboard of education of the school system of the city of the first class withinthe county and a practicing member of the bar of the county. The boardof county commissioners shall appoint three persons as follows: Aperson expert in law enforcement within the county; a person expert inbusiness methods, bookkeeping, record keeping and accounting; and arepresentative or citizen at large. The members of the board ofdirectors shall serve terms of three years commencing July 1 of theyear of their appointment and ending at the expiration of threeyears unless terminated by resignation or inability to serve, theinability to be determined by the appointing authority. The board ofdirectors shall establish program principles for the care and treatmentof children committed to the center and shall generally supervise theoperation of the center consistent with the revised Kansas code for careof children and the Kansas juvenile justice codeand good child care principles.
