Chapter 39.--MENTALLY ILL, INCAPACITATED AND DEPENDENT PERSONS; SOCIAL WELFARE
Article 7.--SOCIAL WELFARE

      39-710.   Social welfare fund; deposits; disbursements; unpaid cancelledwarrants, crediting; appropriations.There is hereby created in the office of the state treasurer a fund tobe known and designated as the social welfare fund. All moneys receivedby the secretary as grants, gifts, bequests or state aid for thepurpose of state welfare work, shall be deposited by the secretary inthe social welfare fund. All disbursements made from the social welfarefund shall be made by the filing of vouchers in the office of thedirector of accounts and reports, signed and approved by the secretary,and upon the filing of the same, the director ofaccounts and reports is hereby authorized and directed to draw his orher warrants upon the state treasurer for same, all of such warrants to bedelivered by the director of accounts and reports to the secretary. Allbalances accruing from unpaid cancelledwarrants issued pursuant to this section, notwithstanding the provisionsof K.S.A. 10-812 to the contrary, shall be credited to the social welfare fund.

      The secretary is hereby authorized and empowered to receive from thefederal government, or any of its agencies, any funds made availableunder existing laws, rules or regulations or that may hereafter be madeavailable for social welfare purposes including administrative expensesand may expend the same in the social welfare program of the state ofKansas in accordance with the rules, regulations and requirements underwhich such funds are made available to such secretary. The state shareof social welfare expenditures shall be appropriated from the stategeneral fund and the social welfare fund.
