Chapter 40.--INSURANCE
Article 34.--HEALTH CARE PROVIDER INSURANCE

      40-3417.   Rules and regulations.(a) Except as otherwise provided by subsection (b), the commissioner may adoptsuch rules and regulationsas may be deemed necessary to carry out the purposes of this act.

      (b)   The board of governors may adopt such rules and regulations as may bedeemed necessary for the administration of the fund and the powers, duties andfunctions of the board of governors under the health care provider insuranceavailability act.
