Chapter 59.--PROBATE CODE
Article 21.--ADOPTION

      59-2122.   Files and records of adoption.(a) The files and records of the court in adoption proceedingsshall not be open to inspection or copy by persons other than the partiesin interest and their attorneys, representatives of the statedepartment of social and rehabilitation services,and the commission on judicial performance in the discharge of thecommission's duties pursuant to article 32 of chapter 20 of the Kansas StatutesAnnotated, and amendments thereto,except upon an order ofthe court expressly permitting the same. As used in this section, "partiesin interest" shall not include genetic parents once a decree of adoption isentered.

      (b)   The department of social and rehabilitation services may contactthe adoptive parents of the minor child or the adopted adult at the requestof the genetic parents in the event of a health or medical need. Thedepartment of social and rehabilitation services may contact the adoptedadult at the request of the genetic parents for any reason. Identifyinginformation shall not be shared with the genetic parents without thepermission of the adoptive parents of the minor child or the adopted adult.The department of socialand rehabilitation services may contact the genetic parents at the requestof the adoptive parents of the minor child or the adopted adult in theevent of a health or medical need.The department ofsocial and rehabilitation services may contact the genetic parents at therequest of the adopted adult for any reason.
