Article 17.--DECLARATORY JUDGMENTS

      60-1704.   Power to construe.Any person having an interest under a deed, will, writtencontract orother writings constituting a contract, or whose rights, status or other legalrelations are affected by a statute, municipal ordinance, contract orfranchise, may seek determination of any question of construction or validityarising under that enactment, document or agreement and may obtain adeclaration of rights, status or other legal relations thereunder.
