Chapter 65.--PUBLIC HEALTH
Article 4.--HOSPITALS AND OTHER FACILITIES

      65-413.   General powers and duties.In carrying out the purposes of the act, the secretary is authorized and directed:

      (a)   To require such reports, make such inspections and investigationsand prescribe such regulations as he or she deems necessary;

      (b)   to provide methods of administration and take other action as maybe necessary to comply with the requirements of the federal act and federalregulations adopted pursuant thereto;

      (c)   to procure in his or her discretion the temporary or intermittentservices of experts or consultants or organizations thereof, by contract,when such services are to be performed on a part-time or fee-for-servicebasis and do not involve the performance of administrative duties;

      (d)   to enter into agreements for the utilization of the facilities andservices of other departments, agencies, and institutions, public or private,to the extent that the secretary considers desirable to effectuate the purposesof this act;

      (e)   to accept on behalf of the state and to deposit with the state treasurerany grant, gift or contribution made to assist in meeting the cost of carryingout the purposes of this act and to expend the same for such purpose;

      (f)   to make an annual report to the governor and to the legislature onactivities and expenditures pursuant to this act, including recommendationsfor such additional legislation as the secretary considers appropriate tofurnish adequate hospital and medical facilities to the people of this state.
