Chapter 66.--PUBLIC UTILITIES
Article 1.--POWERS OF STATE CORPORATION COMMISSION

      66-1,217.   Service and facilities required; reasonable rules,classifications, regulations, rates, tolls and charges; hearing; exception.Every common carrier, except a motor carrier holding a certificate of publicservice, governed by this act shall be requiredto furnish reasonably efficient and sufficient service, joint service andfacilities for the use of any and all products or services rendered,furnished, supplied or produced by such common carrier, to establish justand reasonable rates, joint rates, tolls, charges and exactions and to makejust and reasonable rules, classifications and regulations. Every unjust orunreasonably discriminatory or unduly preferential rule, regulation,classification, rate, joint rate, toll, charge or exaction is prohibited,unlawful and void. The commission shall have the power, after notice andhearing inaccordance with the provisions of the Kansas administrative procedureact, to require all common carriers, except a motor carrier holding acertificate of public service, governedby this act to establish and maintain just and reasonable joint rates whenthe same are reasonably necessary in order to maintain reasonablysufficient and efficient service from such common carriers.
