Chapter 68.--ROADS AND BRIDGES
PART III.--MISCELLANEOUS
Article 20.--TOLL ROADS OR TURNPIKES

      68-2052.   Authorization of the project.In order to provide for the construction of a modern express highway andany part or parts thereof in the state generally between theKansas-Missouri border of Kansas City, Kansas, and the vicinity of theKansas-Oklahoma-Missouri borders, and if feasible all or any part of theroute described in K.S.A. 68-2067, embodying, where feasible andnecessary, safety devices, including center division, ample shoulderwidths, long-sight distances, multiple lanes in each direction and gradeseparations at intersections with other highways and railroads, andthereby facilitate vehicular traffic, in the areas to be served, removemany of the present handicaps and hazards on the congested highways inthe state, and promote the agricultural and industrial development ofthe state, the authority is hereby authorized and empowered toconstruct, maintain, repair and operate the turnpike project (ashereinbefore defined), and to issue turnpike revenue bonds of theauthority, payable solely from revenues. The turnpike project shall notbe undertaken unless and until the project and the proposed locationtherefor have been thoroughly studied with respect to traffic,engineering, cost and financing nor unless such study shows: Thatadequate public funds for construction of free expressways on the routesto be served by the project are not available, and that the constructionof the project can be financed wholly through the investment of privatefunds in turnpike revenue bonds issued under the provisions of this act;and that the project and indebtedness incurred therefor will be entirelyself-liquidating through tolls and other income from the operation ofthe project.
