Chapter 71.--SCHOOLS--COMMUNITY COLLEGES
Article 2.--ORGANIZATION, POWERS AND FINANCES OF BOARDS OF TRUSTEES

      71-217.   Same; evaluation policies; criteria;development; procedure; evaluation required prior to contract renewal.Evaluation policies adopted underK.S.A. 2009 Supp.71-216, and amendmentsthereto, shallmeet the following guidelines or criteria:

      (a)   Consideration shall be given to the following employee attributes:Efficiency,personal qualities, professional deportment, ability, results and performanceand such othermatters as may be deemed material.

      (b)   Community attitudes toward, support for and expectations with regard toeducationalprograms shall be reflected.

      (c)   The original policy and any amendments thereto shall be developed by theboard incooperation with the persons responsible for making evaluations and the personswho are to beevaluated, and, to the extent practicable, consideration shall be given tocomment andsuggestions from other community interests.

      (d)   Evaluations of the chief administrator employed by a board shall be madeby theboard. The board shall place primary responsibility upon members of theadministrative staff inmaking evaluations of other employees.

      (e)   Persons to be evaluated shall participate in their evaluations, and shallbe afforded theopportunity for self-evaluation.

      (f)   The contract of any person subject to evaluation shall not be nonrenewedon the basisof incompetence unless an evaluation of such person has been made prior tonotice ofnonrenewal of the contract and unless the evaluation is in substantialcompliance with the board'spolicy of personnel evaluation procedure.
