Article 44.--CAREER TECHNICAL EDUCATION

      72-4463.   Administration of act; duties of state board of regents;examination, prescription, administration, fees.(a) The board of regents shall adopt rules and regulationsfor administration of the provisions ofthis act and shall:

      (1)   Publicize procedures for application for vocational education scholarships;

      (2)   provide application forms;

      (3)   determine residence, as provided by law, of applicants forvocational education scholarships;

      (4)   prescribe examinations of ability and aptitude for vocationaleducation and provide for administration of such examinations to determinequalifications of applicants for vocational education scholarships;

      (5)   notify each person who qualifies for designation as a vocationaleducation scholar and for the award of a vocational education scholarshipand each vocational education scholar who remains eligible and qualifiedfor the renewal ofthe award of a vocational education scholarship;

      (6)   designate vocational education scholars;

      (7)   approve and award or renew the award of vocational education scholarships;

      (8)   determine full-time enrollment in a vocational education program;

      (9)   provide for apportionment of vocational education scholarships ifappropriations therefor are insufficient for payment in full to allvocational education scholars;

      (10)   evaluatethe vocational education scholarship program for each school year and makea report thereon to the governor and the legislature;

      (11)   request any designated educational institution to furnish any informationrelating to and necessary for administration of this act.

      (b)   In order to comply with the requirements of subsection (a)(4), theboard of regents shall prescribe an examination designed to measure thebasic ability and aptitude for vocational education of applicants fordesignation as vocational education scholars and for the award ofvocational education scholarships and shall provide for administration andvalidation of the examination. The examination shall be administered toapplicants at least two times each school year, commencing with the 1986-87school year, at various locations within the state. The board of regentsmay establish and provide for the charging to and collection fromapplicants for a vocational education scholarship of a fee to offset, inpart or in total, the expense of administration of the examination. Theboard of regents shall remit all moneys received by or for it from feescollected under this subsection to the state treasurer in accordance withthe provisions of K.S.A. 75-4215, and amendments thereto. Upon receipt ofeach such remittance, the state treasurer shall deposit the entire amountin the state treasury tothecredit of the vocational education scholarship examination fees fund,and shall be usedonly for the payment of expenses connected with the administration of suchexaminations. All expenditures from the vocational education scholarshipexamination fees fund shall be made in accordance with appropriation actsupon warrants of the director of accounts and reports issued pursuant tovouchers approved by the board of regents or by a person or persons designatedby it.
