Article 53.--MISCELLANEOUS PROVISIONS

      72-5333b.   Same; board of education; appointment and officers; powers,duties, authority;application of laws; finance.(a) The unified school districtmaintainingand operating a school on the Fort Leavenworth military reservation,being unified school district No. 207 of Leavenworth county, state ofKansas, shall have a governing body, which shall be known asthe "Fort Leavenworth school district board of education" and which shallconsist ofthree members who shall be appointed by, and serve at the pleasureof the commanding general of Fort Leavenworth. One member of theboardshall be the president and one member shall be the vice-president. Thecommanding general, when making any appointment to theboard, shall designate which of the offices the member soappointedshall hold. Except as otherwise expressly provided in thissection, the districtboard and the officers thereof shall have and may exercise all thepowers, duties, authority and jurisdiction imposed or conferred by lawon unified school districts and boards of education thereof, except suchschool district shall not offer or operate any of grades 10 through 12.

      (b)   The board of education of the school district shall nothave thepower to issue bonds.

      (c)   Except as otherwise expressly provided in this subsection, theprovisions of the school district finance and quality performance act apply tothe school district. As applied to the school district, the terms local effortand federal impact aid shall not include any moneys received by the schooldistrict under subsection (3)(d)(2)(b) of public law 81-874. Any such moneysreceived by the school district shall be deposited in the general fund of theschool district or, at the discretion of the board of education, in the capitaloutlay fund of the school district.
