Chapter 72.--SCHOOLS
Article 64.--SCHOOL DISTRICT FINANCE AND QUALITY PERFORMANCE

      72-6414a.   At-risk education fund; uses ofmoney; reports to the state board.(a) There is hereby established in every district a fund which shall be calledthe at-risk education fund, which fund shall consist of all moneys depositedtherein or transferred thereto according to law. The expenses of a districtdirectly attributable to providing at-risk assistance or programs, includingassistance or programs provided to nonproficient pupils, shall be paid from theat-risk education fund.

      (b)   Any balance remaining in the at-risk education fund at the end of thebudget year shall be carried forward into the at-risk education fund forsucceeding budget years. Such fund shall not be subject to the provisions ofK.S.A. 79-2925 through 79-2937, and amendments thereto. In preparing the budgetof such school district, the amounts credited to and the amount on hand in theat-risk education fund, and the amount expended therefrom shall be included inthe annual budget for the information of the residents of the school district.Interest earned on the investment of moneys in any such fund shall be creditedto that fund.

      (c)   Each year the board of education of each school district shall prepareand submit to the state board a report on the at-risk program or assistanceprovided by the district. Such report shall include information specifying thenumber of at-risk pupils and nonproficient pupils who were served or providedassistance, the type of service provided, the research upon which the districtrelied in determining that a need for service or assistance existed, theresults of providing such service or assistance and any other informationrequired by the state board.

      (d)   In order to achieve uniform reporting of the number of at-risk pupils andnonproficient pupils provided service or assistance by school districts inat-risk programs, districts shall report the number of at-risk pupils andnonproficient pupils served or assisted in the manner required by the stateboard.
