212.450 Indebtedness beyond annual income not to be incurred without popular vote. The board shall not incur nor permit the incurrence of any indebtedness, in any manner or <br>for any purpose, in an amount exceeding, in any fiscal year of the board, the income and <br>revenue provided for the year through the appropriations provided for in KRS 212.470 for <br>the purposes of KRS 212.350 to 212.620, and funds derived from other sources, without <br>the assent of the voters in the county, including the voters in the municipalities located in <br>the county, voting at an election called and held for that purpose.
