A. The legislature hereby recognizes that a lack of truancy enforcement officers, unnecessary violence, and teenage parenthood pose significant problems in the educational community, often preventing students from attending classes in the proper environment or from attending classes at all and also promoting criminal activities.

The legislature hereby finds that there exists a need for the establishment of a pilot program in certain high schools and feeder schools, with the possibility of future statewide implementation, that provides for volunteer truancy officers, mentor-student pairing, conflict resolution instruction, and parenting skills instruction as a means to achieve an untroubled, secure learning environment for all students and to prevent students from engaging in criminal activities.
