The Chief of the State Police may adopt routine technical rules pursuant to Title 5, chapter 375, subchapter 2‐A necessary for the administration and enforcement of this chapter and for the licensing, conduct and operation of games of chance. The Chief of the State Police may regulate, supervise and exercise general control over the operation of such games. In establishing such rules, the Chief of the State Police must, in addition to the standards set forth in other provisions of this chapter, set forth conduct, conditions and activity considered undesirable, including: [2009, c. 487, Pt. 1. Fraud. The practice of any fraud or deception upon a participant in a game of chance;
