Establish and operate a New England Criminal Intelligence Bureau, in this chapter called "the bureau", in which shall be received, assembled and kept case histories, records, data, personal dossiers and other information concerning persons engaged or otherwise associated with organized crime.

2. Identification. Consider and recommend means of identifying leaders and emerging leaders of organized crime and their associates.
