§ 21-603. Starting vehicle.
 

(a)  In general.- A person may not start a vehicle that is stopped, standing, or parked until the movement can be made with reasonable safety. 

(b)  Signals required.- A person may not start a vehicle that is stopped, standing, or parked until, if any other vehicle might be affected by the movement, he gives an adequate signal to approaching traffic.
