The director shall establish and maintain a liaison with agencies and departments of the federal government and of the governments of other states and municipalities and with any other public or private agency or organization, the purposes and programs of which are relevant to those of the division. The purposes of such a liaison shall be to allow for a coordination of effort, to avoid duplication of services and to solicit and obtain any available cooperation and any funds or grants available to assist the division in implementing its purposes and programs.
