The director shall act as an advocate and as an overseer to assure that small businesses are given fair and nondiscriminatory consideration in the letting of bids and granting of contracts or subcontracts under which state monies are to be used in whole or in part, and to assure that small businesses are given fair and equal access to all relevant and needed information relating to the bidding on any contract granted by the state. To aid in the accomplishment of these purposes, the director shall seek and develop the cooperation of other state agencies.
