The executive director of OITI and the director of any foreign office shall annually file a financial report with the clerks of the house and senate and the joint legislative committee on commerce and labor on the operation and activities of the office. The report shall include a complete evaluation of the results of the activities of the foreign offices and its effects on the business economy of the commonwealth, especially in the areas of the export of goods and services and in the location of foreign businesses in the commonwealth.
