Section 10. The offices of the trust shall be located in the central office of the industrial service program. The executive director of the industrial service program shall also serve as the chief executive, administrative and operational officer of the trust, shall attend meetings of the trust, and shall direct the resources and staff of the program, as may from time to time be necessary, to achieve the purposes of sections seven to fifteen, inclusive.

The trustees shall be consulted by the director of the economic affairs and the director of labor and workforce development in the hiring of said executive director and shall, as provided in section two, have the right to approve the hiring of any persons employed by the industrial service program whose primary responsibilities include reviewing and packaging applications for financing by the trust. Nothing in this section shall be deemed to restrict the trustees power to employ any consultants, agents, or advisors it deems necessary to achieve its duties and purposes as defined in section seven to fifteen inclusive.
