There is hereby created the Technology Two Thousand (2000) Partnership, hereinafter referred to as “Technology 2000”, or the “program”, to be administered by the Bay State Skills Corporation, hereinafter referred to as “BSSC”, or such other entity as may be designated pursuant to the provisions of sections two and eight. The administrator of the program as determined in accordance with sections one and two shall be hereinafter referred to as the “program administrator”.
