Section 12N. The governor shall annually issue a proclamation calling for a proper observance of October twenty-fourth as United Nations Day, in commemoration of the taking effect of the United Nations’ Charter on October twenty-fourth, nineteen hundred and forty-five. Said proclamation shall recommend that exercises appropriate to such day be observed in all the schools of the commonwealth from and including the seventh grade up to and including the last year of high school.

The governor shall issue invitations to students from foreign lands who are enrolled in colleges, universities, hospitals and training programs within the commonwealth to attend on or about said day ceremonies in observance thereof to be held at the state house and shall prepare programs which will be fitting and proper for the observance of said day.
