Section 161. The council shall annually, not later than the fourth Wednesday of April file a written report with the respective clerks of the senate and house of representatives which shall contain a reporting and analysis of the incidence and disposition of juvenile offenses during the preceding calendar year in every court in the commonwealth in which said matters are heard. Said report shall indicate the types of offenses charged together with the number of each such offenses heard in each of the several courts, with particular emphasis on providing data for the determination of the need for the establishment of additional juvenile courts and any changes in the needs of those juvenile courts already in existence.
