Section 70. Courts of inquiry, to consist of from one to three officers of at least equal grade with the officer, or with the senior officer if there be more than one, in regard to whom the court is convened, may be convened by the commander-in-chief or by such commanding officers authorized thereto by the commander-in-chief in orders to examine into the nature of any transaction of or accusation or imputation against any officer.
