Section 2. No private business school shall be operated in the commonwealth unless licensed by the commissioner of education, hereinafter referred to in this chapter as the commissioner. The fee for the issuance of a license to operate a private business school and the fee for each renewal thereof shall be determined annually by the commissioner of administration under the provision of section three B of chapter seven. The provisions of this chapter shall not apply to any private business school which charges tuitions not exceeding two hundred and fifty dollars per student in any year; provided, however, that such private business schools shall be subject to the bonding provisions of section fourteen and, the provisions relating to personal service contracts contained in section thirteen K of chapter two hundred and fifty-five.
