The authority shall submit to the turnpike advisory board, pursuant to section thirty, all contracts, plans, agreements and memoranda of understanding relative to land use plans, air rights, zoning restrictions and environmental impacts associated with the development on any land owned by the authority within the turnpike corridor. The authority shall not proceed with the final execution of such contracts, plans, agreements, and memoranda of understanding prior to the review of the advisory board pursuant to said section thirty.
