Any holder of notes or bonds issued under the provisions of this chapter or any of the coupons appertaining thereto and the trustee under any bond resolution, trust agreement or other agreement, except to the extent the rights herein given may be restricted by such bond resolution, trust agreement or other agreement, may, in any court by action or other proceeding, protect and enforce any and all rights under the laws of the commonwealth or granted hereunder or under such bond resolution, trust agreement or other agreement authorizing the issuance of such notes or bonds and may enforce and compel the performance of all duties required by this chapter or by such bond resolution, trust agreement or other agreement to be performed by the authority or by any officer thereof, including the fixing, charging and collecting of tolls.
