At the time supplies for any of the said institutions are delivered, bills of the quantity and price of such supplies shall be taken and compared at the institution. Bills for all services rendered shall be taken and checked in like manner. Bills found to be correct shall be entered in the accounts of the institution, and appropriate notice of bills found to be incorrect shall be given so that any errors may be corrected.
