Section 16A. If a person is declared missing in action or a prisoner of war while serving in the armed forces of the United States, the probate court may, upon the petition of one or more of his relatives or friends, after the notice and hearing provided for in section seventeen, appoint a conservator to have charge and management of his property, subject to the direction of the court.
