Section 1. The following terms, as used in this chapter, shall, unless the context requires otherwise, have the following meanings:—

“Secretary”, the head of an executive office established under section two.

“State agency”, any department, office, commission, committee, council, board, division, bureau, institution, officer or other agency within the executive department.
