Section 82. The fee of a witness not a member of the military forces of the commonwealth appearing before a military court upon summons thereof, shall be the same as a witness in a civil case before the courts of the commonwealth and shall be paid by the commonwealth upon certification of the state judge advocate filed with the comptroller.
