8.180. In all cases where a court or other officer performsany lawful service, at the instance of any director of thedivision of design and construction in and about the collectionof debts due the state, and the costs have not nor cannot be madeout of the defendant, the director of the division of design andconstruction shall pay the same fees that other plaintiffs arebound to pay for similar services, and no other.
