8.295. Up to ten percent of the amount appropriated each year fromthe facilities maintenance reserve fund created in Section 27(b) of ArticleIV of the Missouri Constitution shall be expended on maintenance, repair,or renovation projects that are otherwise allowable under the constitutionbut that are also considered energy projects with a fifteen-year payback orless.
