8.710. The licensing agent shall develop rules designed to implementand assure the priority established by sections 8.700 to 8.745 and suchother rules as are necessary to carry out the provisions of sections 8.700to 8.745. No rule or portion of a rule promulgated under the authority ofsections 8.700 to 8.745 shall become effective unless it has beenpromulgated pursuant to the provisions of section 536.024, RSMo.
