8.810. 1. In addition to all other requirements imposed by law, thedirector of the division shall require, for construction of a statebuilding or substantial renovation of an existing state building when majorenergy systems are involved, that a design professional submit an analysiswhich meets the design program's space and use requirements and reflectsthe lowest life cycle cost possible in light of existing commerciallyavailable technology. The analysis, using existing commercially availabletechnology, shall include, but shall not be limited to, designs which userenewable energy sources, earth-sheltered construction, systems to recoverand use waste heat, thermal storage heat pump systems, ambient thermalenergy, district heating and cooling systems, devices to reduce waterconsumption, and plumbing systems to recover gray water for appropriatereuse.

2. The director of the division shall not let a contract afterJanuary 1, 1996, for construction of a state building or substantialrenovation of an existing state building when major energy systems areinvolved before completing an evaluation of the design documents andconstruction documents based upon life cycle cost factors and the minimumenergy efficiency standard established in subsection 1 of section 8.812.

3. Any design documents submitted to the division under this sectionshall, in addition to any other requirements under law, include aprojection of the energy savings that will result from the design featuresthat are employed in order to comply with the minimum energy efficiencystandard established in subsection 1 of section 8.812.
