Subpoenas shall be issued--attested, how.

21.400. Subpoenas for witnesses shall be issued at therequest of any member of either house, or the party accused, orany member of any committee; and all process awarded by thesenate or house of representatives, and subpoenas and otherprocess for witnesses whose attendance is required by either thesenate or the house, or before any committee, shall be under thehand of the president or the speaker and attested by thesecretary or chief clerk, as the case may be, and shall beexecuted by the sergeant at arms of such house, or by a specialmessenger appointed for that purpose.
