Oversight division organized, duties--subcommittee may beformed--number appointed, qualifications, powers andduties--oversight director and staff employed, qualifications.

23.150. 1. The committee on legislative research shallorganize an oversight division to prepare fiscal notes and toconduct management audits and program audits of state agencies.The committee may form a subcommittee of not less than sixmembers to provide direct supervision of the personnel andpractices of the division. The subcommittee shall consist ofone-half of the members appointed by the chairman from the housewhich he represents and one-half of the members appointed by thevice chairman from the house which he represents.

2. Within the limits of the appropriations made for thisdivision, the committee shall employ a director of the oversightdivision and other personnel as it deems necessary. The directorshall be qualified by training and experience to conduct suchaudits, and he shall be directly responsible for thoseactivities. The director of the oversight division, with theconsent of the joint committee, may employ personnel necessary tocarry out the duties prescribed in this chapter. Personsemployed to work in the oversight division shall be professionalpersons possessing a wide knowledge and demonstrated expertise ingovernmental programming and financial planning, in conductingprogram review evaluations and analytic studies, and of federal,state, and local government budgetary processes, laws andregulations of the state of Missouri. Office space, furnitureand equipment formerly assigned to the committee on state fiscalaffairs, and appropriations made therefor, shall be transferredto the committee on legislative research.
