23.271. 1. In its report on a program, the committee shall:
(1) Make recommendations on the sunset, continuation, orreorganization of each affected program and on the need for the performanceof the functions of the program;
(2) Make recommendations on the consolidation, transfer, orreorganization of programs within state agencies not under review when theprograms duplicate functions performed in programs under review;
(3) Recommend appropriation levels for each program for which sunsetor reorganization is recommended pursuant to subdivision (1) or (2) of thissubsection; and
(4) Include drafts of legislation necessary to carry out thecommittee's recommendations pursuant to subdivisions (1) and (2) of thissubsection.
2. On the date the committee presents its report to the generalassembly pursuant to section 23.265, the committee shall present to thestate auditor the committee's recommendations that do not require astatutory change to be put into effect. The state auditor shall examinethe recommendations and shall prepare, as part of the next scheduled auditof the program, a report on the manner in which the agency has implementedthe recommendations.
