Penalty for neglect of duty.

28.200. If the secretary of state shall at any time neglector refuse to perform any of the duties enjoined on him by law, heshall pay to the person aggrieved a sum not less than one hundreddollars nor more than five hundred dollars, to be recovered bycivil action.
