Violation by any department renders contract void--liability of headof department.

34.150. Whenever any department or agency of the state governmentshall purchase or contract for any supplies, materials, equipment orcontractual services contrary to the provisions of this chapter or therules and regulations made thereunder, such order or contract shall be voidand of no effect. The head of such department or agency shall bepersonally liable for the costs of any order or contract the head of suchdepartment or agency knowingly authorized in violation of this chapter and,if already paid for out of state funds, the amount thereof may be recoveredin the name of the state in an appropriate action instituted therefor.
