Rules and regulations, authorized, procedure.

36.070. 1. The board shall have power to prescribe such rules andregulations not inconsistent with the provisions of this chapter as itdeems suitable and necessary to carry out the provisions of this chapter.Such rules and regulations shall be effective when filed with the secretaryof state as provided by law.

2. The board shall prescribe by rule the procedures for employmentand promotion in accordance with the provisions of this chapter.

3. The board shall determine by rule the procedures for and causes ofdisciplinary actions including termination, demotion and suspension ofemployees subject to this chapter which regulations shall be consistentwith the provisions of this law.
