Director to establish system of service reports.

36.340. In cooperation with appointing authorities thedirector shall establish a system of service reports, which shalltake into consideration, among other things, the employee'sconduct, performance, and output. In such manner and with suchweight as shall be provided in the regulations, ratings assignedto such service reports shall be considered in determining salaryincreases and decreases within the limits established by law andby the pay plan; as a factor in promotional examinations; as afactor in determining the order of layoff when forces must bereduced because of lack of work or funds, and the order in whichnames are to be placed on reinstatement registers; and as a meansof discovering employees who should be demoted, transferred ordismissed. In such manner and at such time as the regulationsmay require, each appointing authority shall report to thedirector on the services of employees in his division. Anyemployee shall be given reasonable opportunity to inspect therecords of the department which show the ratings assigned to hisservice reports.
