Opinion on general court-martial--drafted by whom--acquittal,limitations.

40.193. The convening authority shall refer the record ofeach general court-martial to his staff judge advocate or legalofficer, who shall submit his written opinion thereon to theconvening authority. If there is no qualified staff judgeadvocate or legal officer available, the state judge advocateshall assign a judge advocate officer for such purpose. If thefinal action of the court has resulted in an acquittal of allcharges and specifications, the opinion shall be limited toquestions of jurisdiction.
