Salaries and expenses for highway work, how paid.

43.100. All expenses of members of the patrol and allexpenditures for vehicles, equipment, arms, ammunition, suppliesand all other expenditures for the operation and maintenance ofthe patrol in the enforcement of any state motor vehicle law orin the regulation of traffic on highways maintained andconstructed by the state highways and transportation commissionunder the duties described in section 43.160 shall be paidmonthly, except salaries of members of the patrol and salaries ofsubordinates and clerical force which shall be paid insemimonthly or monthly installments as designated by thecommissioner of administration, and shall be paid by the statetreasurer out of the proceeds of state motor vehicle fees andlicense taxes and state taxes on the sale or use of motor vehiclefuels as provided in section 30(b) of article IV of theconstitution of this state upon warrants drawn by the stateauditor based upon bills of particular and vouchers certified bythe officer or employee designated by the commission.
