44.020. There is hereby created within the department of publicsafety, the "State Emergency Management Agency", for the general purpose ofassisting in coordination of national, state and local activities relatedto emergency functions by coordinating response, recovery, planning andmitigation. This agency shall also serve as the statewide coordinator foractivities associated with the National Flood Insurance Program.
