State may accept federal goods and services on behalf of itself andits subdivisions.

44.028. Whenever the federal government or officer or agency thereofshall offer to the state, or through the state to any political subdivisionthereof, services, equipment, supplies, materials or funds by way of gift,grant or loan, for the purpose of emergency management, the state actingthrough the agency, or the political subdivision, through its executiveofficer with the consent of the governor, may accept the offer and mayreceive these services, equipment, supplies, materials or funds on behalfof the state or the political subdivision subject to the terms of theoffer.
