Certain adjoining municipalities may consolidate--certain cities tocomply with boundary changes law.

72.150. When two or more cities, towns or villages in this stateadjoining and contiguous to each other in the same or adjoining county ortwo or more cities, towns or villages located in a county of the secondclassification having a population of at least forty-seven thousand but notmore than forty-nine thousand which are not adjoining and contiguous toeach other but whose combined territory when combined will be contiguousshall be desirous of being consolidated, it shall be lawful for them toconsolidate under one government of the classification under which any ofthem was organized or the classification provided for the consolidatedpopulation, in the manner and subject to the provisions prescribed insections 72.150 to 72.220. Any cities, towns or villages within any countywith a charter form of government where fifty or more cities, towns andvillages have been incorporated shall consolidate pursuant to theprovisions of section 72.420.
